The Hall of the Assembly

The Assembly is the lawmaking and policy making body of government in the Kingdom… in a limited sort of way.

The Assembly is split into two chambers.

  • The Hall of High Lords- 10 Senators, 6 Majority, 7 Supermajority
  • The Hall of Those who Toil- 139 Representatives; 70 Vote Majority, 92 Vote Supermajority

The Hall of High Lords- Called Senators, the Hall of High Lords holds almost all of the, very little, power that the Assembly actually has. Currently 9 Senators sit in the Hall of Lords.

Becoming a High Lord

  • By Royal Appointment
  • By Royal Blood, All Princes and Princesses sit after their twentieth birthday.
  • Hereditary, some Titles of Nobility carry a seat in the House of Lords
  • By Popular Vote, a majority vote in the Senate, and a 2/3 majority in the Hall of Toilers, can approve someone a position in the High Lords.

Powers and Rights of the Hall of Lords

  • Senators may be accompanied by up to 3 servants, and 3 slaves while they debate. Usually one of these is a Scribe. (Slaves and Servants are not allowed to have their voices rise above a whisper, for fear of being… removed… by the Legion of Silence)
  • Senators have right of way during formal events and ceremonies, and may move ahead of or displace a Representative.
  • Introduce a Motion Senators may introduce any motion they like, from a formal bill of law, to a policy they want Queen Morathi or lesser persons or organizations to make. (Go to War, Make Peace, Arrange a Marriage, Bestow a Title of High Nobility, Free a Slave, Raise a New Legion, Move a Legion, purchase a Mercenary Contract, etc) A motion that passes with a majority goes to the Hall of Toil.
  • Designate an Heir- Queen Morathi has never selected one of her siblings to be her heir (although by current law Alexander is the current heir). A Super Majority Vote in the Lords, and another Super Majority in the Toilers, can select an heir.
  • Amendments- When a Motion arrives in the Lords from the Hall of Toil, if it cannot be approved in it’s current fashion, it may be amended and sent back to the Hall of Toil; or rejected in its entirety.

Becoming a Lord of Toil

  • By Royal Appointment
  • By Royal Blood, All Princes and Princesses sit in the Hall of those who Toil between the ages of 10 and twenty.
  • Hereditary, many Middle Lords have hereditary seats in the Hall of those who Toil.
  • By Appointment, a majority vote in the Senate, and a 2/3 majority in the Hall of Toilers, can approve someone a position in the Hall of those who Toil.
  • By Purchase: If someone, usually merchants or the children of Rich Lords, can purchase a seat in the Hall. Resource 4 Expenditure.

  • Independents- A number of very small parties.
  • Aquila’s Ballroom- 8
  • Crown Loyalists- 7, Aenys Targaryen
  • Sycophants- 5, Hild targaryen
  • There are 11 Representatives that are unaligned with any party.

Powers of the Queen: For all it’s pomp, and prestige, their is little actual power in the Assembly.

  • Morathi has full executive power and control of the Kingdom.
  • Morathi can Veto any Motion or law that passes from the Assembly
  • Morathi can appoint or remove any Senator or Representative from the Assembly.
  • One of Morathi’s favorite…tricks… is to appoint firebrand radicals to the House of Representatives, what better way to get rid of the rabble rousing than to bury it the system, and make them think they’re actually achieving something.
